Robin VanHorn=best. Robin VanHorn is possibly the best highlight artist ever. She takes her time with your hair, (you will need a 2 hour appointment). She really knows what she is doing with color. Miss Oregon USA Katie Paul uses her...there's a reason why. Way better than anyone in Bend and less expensive!!! Gives a great cut too. She has great attention to detail.
